サプライヤー行動規範|Supplier Code of Conduct
1. 目的および基本的考え方
一般社団法人鎌倉サステナビリティ研究所(以下、当法人)は、持続可能で公正な社会の実現を目指しています。
当法人は、「国連ビジネスと人権に関する指導原則(UN Guiding Principles on Business and Human Rights)」に基づき、事業活動を通じて人権を尊重する責任を果たします。
本規範は、当法人の事業活動に関わる取引先および委託先の皆様に遵守いただきたい基本的事項を定めるものです。
2. 適用範囲
本規範は、当法人の業務に関連してサービスまたは成果物を提供するすべての取引先、委託先、協力先(個人・法人を問わない)に適用されます。
直接雇用、業務委託、派遣、再委託その他契約形態を問わず、本規範の趣旨は当法人の業務に従事するすべての人に及びます。
当法人は、女性、外国人労働者、若年層、障がいのある方、その他社会的に不利な立場に置かれやすい人々の人権に特に配慮することを期待します。
3. 人権の尊重
サプライヤーは、国際的に認められた人権を尊重し、以下を含む行為を行わないことを求めます。
差別の禁止
強制労働および児童労働の禁止
ハラスメントおよび虐待の禁止
結社の自由および団体交渉権の尊重
4. セーフガーディング(性的搾取・虐待等の防止)
サプライヤーは、当法人の業務に関連して接する受益者、地域住民その他の関係者に対する性的搾取、虐待またはハラスメント(SEAH)を行ってはならず、その防止のために合理的な措置を講じるものとします。
5.労働環境
サプライヤーは、安全で健康的な労働環境を確保し、適用される労働関連法令を遵守してください。
過重労働の防止、適正な賃金の支払い、休暇の付与など、働く人の尊厳を守る環境づくりに努めることを求めます。
6. 環境への配慮
サプライヤーは、環境関連法令を遵守するとともに、資源の効率的利用、廃棄物削減、温室効果ガス排出削減等を通じて、環境負荷の低減に努めてください。
7. 法令遵守
サプライヤーは、事業活動を行う国・地域において適用されるすべての法令および規制を遵守してください。
本規範が法令より高い基準を定めている場合には、より高い基準の遵守を求めます。
8. 透明性および誠実性
サプライヤーは、当法人との取引において誠実かつ透明性をもって行動しなければなりません。
以下の行為を禁止します:
贈収賄や不正な利益供与
記録の改ざんや虚偽報告
不当な圧力や隠蔽行為
サプライヤーは、円滑化のための少額の支払い(ファシリテーション・ペイメント)を一切行ってはなりません。当法人の業務に関連して贈答・接待を提供する場合は、社会通念上相当な範囲かつ低頻度にとどめ、事業判断に影響を与えることを意図してはなりません。
当法人は、本規範の遵守状況について合理的な範囲で説明や情報提供を求めることがあります。
9. 情報管理
サプライヤーは、業務を通じて取得した機密情報および個人情報を適切に管理し、情報セキュリティの確保に努めてください。
サプライヤーは、個人情報の取扱いにあたり、日本の個人情報の保護に関する法律(個人情報保護法)その他適用される関連法令を遵守しなければなりません。
10. 継続的改善および是正
人権侵害または本規範違反が確認された場合、当法人はサプライヤーと協議の上、改善措置を求めます。
重大な違反があり、適切な改善が行われない場合には、取引の停止または終了を含む措置を講じることがあります。
11. 管理体制および苦情処理
サプライヤーは、本規範を遵守するための適切な管理体制の整備および社内周知に努めてください。
従業員等が報復を受けることなく懸念事項を表明できる仕組みの整備に努めるものとします。
当法人に関わる案件については、当法人の相談窓口への直接通報も可能とします。
12. 再委託
業務を第三者に再委託する場合、サプライヤーは本規範の趣旨が当該再委託先にも適用されるよう適切に管理してください。

Article 1 (Purpose and Basic Principles)
Kamakura Sustainability Institute (hereinafter referred to as “the Institute”) aims to realize a sustainable and just society.
In accordance with the UN Guiding Principles on Business and Human Rights, the Institute fulfills its responsibility to respect human rights through its business activities.
This Code defines the basic principles and requirements that suppliers, contractors, and partners involved in the Institute’s business activities are expected to comply with.
Article 2 (Scope of Application)
This Code applies to all suppliers, contractors, and business partners (whether individuals or legal entities) that provide services or deliverables in connection with the Institute’s operations.
Regardless of the form of engagement—such as direct employment, subcontracting, dispatching, or further subcontracting—the purpose and principles of this Code apply to all individuals engaged in the Institute’s operations.
The Institute expects suppliers to pay particular attention to the human rights of vulnerable groups, including women, migrant workers, young workers, persons with disabilities, and other socially disadvantaged individuals.
Article 3 (Respect for Human Rights)
Suppliers are required to respect internationally recognized human rights and refrain from engaging in prohibited practices, including but not limited to:
Prohibition of discrimination
Prohibition of forced labor and child labor
Prohibition of harassment and abuse
Respect for freedom of association and the right to collective bargaining
Article 4 (Safeguarding – Prevention of Sexual Exploitation, Abuse and Harassment)
Suppliers must not engage in, and must take reasonable steps to prevent, any form of sexual exploitation, abuse, or harassment (SEAH) against beneficiaries, community members, or any other individuals encountered in the course of work related to the Institute.
Article 5 (Working Environment)
Suppliers shall ensure a safe and healthy working environment and comply with all applicable labor laws and regulations.
Suppliers are expected to create a working environment that respects human dignity by preventing excessive working hours, paying fair and adequate wages, and providing proper paid leave and days off.
Article 6 (Environmental Protection)
Suppliers shall comply with all relevant environmental laws and regulations and strive to reduce their environmental impact through the efficient use of resources, waste reduction, and the reduction of greenhouse gas emissions.
Article 7 (Legal Compliance)
Suppliers shall comply with all applicable laws and regulations in the countries and regions where they operate.
If the standards set forth in this Code are higher than applicable laws and regulations, the higher standards shall apply.
Article 8 (Transparency and Integrity)
Suppliers must act with integrity and transparency in all business dealings with the Institute. The following practices are strictly prohibited:
Bribery and improper benefits or advantages
Falsification of records and false reporting
Undue pressure and concealment
Suppliers shall not offer, promise, or provide any facilitation payments. Gifts or hospitality offered in connection with the Institute’s business shall be modest, infrequent, and never intended to influence a business decision.
The Institute may request reasonable explanations or information from suppliers regarding their compliance with this Code.
Article 9 (Information Security and Management)
Suppliers shall properly manage confidential information and personal data obtained through their business operations and strive to ensure robust information security.
Suppliers shall handle personal data in compliance with Japan’s Act on the Protection of Personal Information (APPI) and any other applicable data protection laws.
Article 10 (Continuous Improvement and Corrective Action)
In the event that a human rights violation or a breach of this Code is confirmed, the Institute will consult with the supplier and request corrective actions.
In cases of serious violations where appropriate improvements are not made, the Institute may take measures including the suspension or termination of business transactions.
Article 11 (Governance Structure and Grievance Mechanism)
Suppliers shall establish an appropriate management system to ensure compliance with this Code and ensure that its principles are effectively communicated internally.
Suppliers shall endeavor to implement a mechanism allowing employees and stakeholders to raise concerns without fear of retaliation.
For matters related to the Institute, individuals may contact the Institute’s general inquiry contact point. Please note that the Institute’s internal Whistleblowing Policy applies to the Institute’s directors and staff only, and does not cover suppliers.
Article 12 (Subcontracting)
If a supplier subcontracts any portion of its work to a third party, the supplier must properly manage the subcontractor to ensure that the spirit and principles of this Code apply to the subcontractor as well.
